I've found a way to hold the cloth diapers close and tight - LLMedico makes a stretchy pant, "netti comfort" that I wear over the diaper. I've washed it many times and it still holds its elasticity. Clothes, but directly over my Pull-ups I wear slogi, the best knickers I've found to wear over my diapers.
I wear plastic panties over my Abena X-Plus or Depends (depending on what I wear). I find that the plastic panties are necessary to prevent leaks around the legs - especially when sitting down after using. The diaper itself just does not have good leakage protection for me around my thighs. Oh, and I wear either firm control high waist panties or a girdle.
If I am alone I put nothing over it most of the time if not I put boxers or shorts and then you can't tell
When at home, plastic pants (clear urethane) and a tee shirt; otherwise and in public, regular clothing.
Usually I always put on a pair of solid pink plastic pants with frills on the back. On top of that, usually a onesie or sleeper if I'm gonna be lounging around my room. If im leaving the dorm, then just the plastic pants and regular clothing.
My favorite Comco MFG plastic panties and that's all if I am alone,most of the time and over sized jeans if I'm going somewhere or if a friend comes over of if ordered a pizza and I have to answer the door,I prefer not having the delivery guy not see me in my baby finery.
At night it is ALWAYS plastic panty and onesie or sleeper.During daytime plastic panty,and whatever else I am wearing!!
When alone, just diapers and if there cloth some plastic pants.. and a T shirt, out in public shorts or jeans.
'How about a panty girdle to keep away the droopsies?" it can but a onesie works better hold it from falling down without compressing the diaper. you want it to have a little droopy give you a nice waddle that all babies get when they have wet one on.
