It is a bit more nuanced than that. This is an issue that easily lends itself to dramatization and hyperbole.
It seems two things are being conflated. First that the disabled are allowed to spend their benefits as they wish and that includes visits from or to sex workers if they so wish. No one has a say in how the disabled spend their government income.
It also touches on whether a doctor prescribed sex worker visit/therapy can be reimbursed by the health insurance as has happened in the past. It turns out that no, this is no longer done.

There are also private organizations that offer sex services for the disabled. But these are not government funded. They are private companies and from the article (201😎 their fees are comparable to what a normal sex worker would charge in a store-front brothel (around 50 euros per 15 min).
