The blurred out genitals is a heritage of the American Occupation of Japan after WWII. A commission of Americans essentially wrote a new Japanese constitution and and the legal code was redacted as well to a large degree. Some Puritan minded individual must have decided that banning smut and porn in Japan would be a good idea so they wrote up a code that forbade the showing of genitals. They probably didn't think that anyone was ever going to be interested in seeing anything anal, so that was left out. Which just goes to show how inexperienced and naive the people were who wrote the new laws and codes. Maybe well-meaning, but still rank amateurs. First off for trying to codify sexual matters and secondly for not realizing there would inevitably be work-arounds to their old-fashioned laws. And the women indeed don't seem to be having a good time. Probably another cultural difference.
