Without going into politics, I will note that there are two primary issues here which make many of these types of products unavailable to the general public:
1) Litigation mitigation - Many of these companies only want to deal with licensed professionals. This minimizes (not eliminates, but minimizes) their exposure to litigation by putting another party (like a firewall) between them and the end user. This would seem unnecessary, but in a country with as complex and unpredictable of a legal system as the US, its a risk that many manufacturers and distributors simply choose not to take.
2) Insurance - Many companies don't sell directly to consumers because they intentionally inflate the cost of their products, pocketing the profits, passing the costs to the insurance companies (who in turn pass the costs to the consumer/businesses). By obfuscating these costs, they can build products at multiples of market values, greatly increasing their profits. By then 'regulating' these devices, their availability to consumers is limited, thus eliminating free-choice, and open-market competition, and allowing their price fixing to function.
I will not, by virtue of this being a political issue, suggest a solution for these issues, only attempt to highlight them, in a reasonably impartial manner.
