I have changed my diapers several times in public restrooms. Each time I am nervous, and scared.
I walk into the restroom and scan the surroundings, to see if there is anyone inside. Whether or not I see anyone, I always go the the farthest stall. I go inside, lock the door and hang my backpack on the door. Unzip it and take out wipes which I set on top of the toilet paper rack. Powder and fresh diaper I set on the back of the toilet. I then unzip my pants, pull them down and sit on the toilet. If I have any business left I go ahead and do it.
I then will continue to sit there till I can tell that there is no one in the restroom. Once I know that I am the only one there, will I start to untap my diaper. Once I have it untapped and off, I lay it on the floor between the wall and the toilet so that no one can see it. Now that I have clean my self with the wipes, I will do one of two things, a) unfold the diaper and use the wall to put it on, and once its on pull it back and pour powder in, b) if I know that there still is no one in the restroom I will unfold the diaper and lay it on the floor, lay down on it, sprinkle powder and then pull the diaper up and tape it tight.
Now I stand up, pull my pants back up and put my supplies away. Once all my supplies are put away, I roll up the used diaper and on my way out throw it away in the dumpster.
