You are probably correct about America not catching on to the woman's urinal. Until fairly recently, the same can be said of the bidet, a common fixture in many, if not most, European bathrooms for a century or more. They have been available in the US for well over a century, but i believe very few were installed before the 1970s at least. Even now, I doubt 1 in 1000 bathrooms has one. They were largely unknown until the bidet toilet seats began to be aggressively marketed in the internet age.
As to women peeing while standing, I suspect there are several parts to the issue:
Using a toilet offers far more privacy than a row of stand-up urinals, even when they are separated by opaque partitions. I imagine that standing, with your panties at your feet, hence hobbled, exposed from behind is not a very secure feeling. I'd feel a lot safer in my own little room with a locked stall door separating me from the world, especially these dayswhen anyone can enter any bathroom.
Also, I suspect there is little actual time saving for a woman useing a urinal rather than a toilet. So the number of urinals could not be fewer than the number of toilets required to service a given number of people. Hence there are no facility cost savings. Real estate developers don't want to waste money.
Finally, my guess is that most women are not expert at peeing standing up. I don't believe most women have much control over the direction of their pee and the stream can be diverted if they don't spread their lips or by pubic hair, resulting in parts of the stream missing the target, resulting in a mess. To work best, I'd expect the woman has to fully straddle the urinal fixture, in the same way as a guy should stand close (and many guys don't).
About the only real benefit I see to a woman's urinal is that she doesn't have to sit on a seat possibly sat on very recently by a complete stranger and still warm from the previous occupant.
