You are partially correct, and partially wrong about the Peristeen.
You describe the Peristeen anal irrigation system. There is a pic here:

The system is essentially an enema device with balloon retention nozzle and is designed to fill the user while sitting on the toilet.
The way it works is the user fills the bag with warm water, closes the lid, wets the disposable nozzle to activate the lube and inserts it rectally. The squeeze bulb is then compressed and the retention balloon inflated, sealing the user's anus. The control unit is then switched to enema mode and the bulb squeezed again, pressurizing the water bag. When the air pressure is enough, the water starts to flow into the user. The flow is not easy to control. There is no valve in the water line. When all the water is in you, the system will inject air, a bug IMO, and can result in a lot of farting during expulsion. When the urge to poo becomes intense, the air is released from the retention balloon, the nozzle pops out, and the user poos. IMO, the device is interesting and does work, but has some design bugs.
There are other anal irrigation systems which are better designed, IMO, but sadly they don't seem to be available in the US
The other Peristeen product is the Fecal Plug. This is essentially an anal tampon. There are a variety of shapes and sizes available to suit different individuals. Apparently, you have to do some trial and error to find the correct size for you. As to function, IMO they are of limited use. They are apparently designed for fecal incontinence. The foam is somewhat porous so gas can pass through it, but they filter solids.

The down side is they are hideously expensive. Some eBay sellers are more reasonable. The plug comes compressed, like a tampon, and are wrapped in a water soluble film. Once in you, the film dissolves, letting the plug expand. I tried them one time with very sloppy poo, and while they did filter out the "solids", they passed stinky water.
