Okay, got a slight chuckle out of me with the "True Dom", and I have encountered those and they don't last long in a established community in general. In public or even private venues that practice safe BDSM, if the safe word RED is ignored by the top/dom/master, someone WILL stop the scene. Venues will have dungeon monitors or someone designated to see that things go well in a play space. Responsible people in these venues if they hear RED will politely step in and stop a scene or go get the dungeon monitor or who is in charge to stop. It is EVERYONE's responsibility to police ourselves for EVERYONE's safety. The only time the law enforcement needs to be involved is when things get out of control and there assistance is needed. Yes, I have been a dungeon monitor, event staff member, and yes we have had law enforcement help those who don't understand the rules that we enforce for EVERYONE's safety to leave and not return for either period of time or never.
In regards to the law, they do not use BDSM in there definition of what is legal or illegal, it is various acts whether sexual, or otherwise that is defined. If you go through the states and the code of law for that state you will not see BDSM or a definition of BDSM anywhere that I am aware of currently.
