The cane, whether Rattan or Delrin, hurts a lot, and the spanker, or caner, doesn't even need to swing the cane very hard to make it hurt a lot. And with a concerted effort, the cane is going to really sting and burn and can leave marks that last much longer than a paddle or hairbrush would produce.
A bare hand or a paddle or a hairbrush or a ping-pong paddle disperses the smack over a wider area than the cane. Yes, those implements can hurt a great deal, but nonetheless, the energy of the smack is dispersed over the butt cheeks.
