My wife and I spend our holidays in naturist parks in Europe every year. The rules there are totally different.
Greece: Nudity is permitted between sunrise and sunset, light clothing is required when dining out.
Croatia and Spain: Nudity is allowed around the clock, a towel is sufficient in beach bars, and casual clothing is encouraged in the restaurants in the evenings.
Gran Canaria and Fuerteventura: In the two clubs we visited there is general nudity, in the club's restaurant a hip scarf can be worn.
Germany and Austria: no special rules, only a hip scarf is compulsory in the clubs' supermarkets. However, due to the cooler temperature in the evening, a shirt and/or shorts are often worn.
France: Also in naturist resorts, a hip scarf is generally compulsory in restaurants and some beach bars.
Topless for women always worked.
Cruises (Mediterranean): Casual clothing in the on-board restaurants was always mandatory.
