For instance, under the Code Napoleon, homosexuality was not a crime. This applied to France all throughout the 19th century up to now and also to Belgium and other countries.

However, even though not a crime in any legal sense, there was still quite a palpable sense of shame and public distaste for homosexuality. It was for instance, not uncommon to see being homosexual as someone unsuited to certain positions in government, civil service, military etc as then being easily subject to blackmail or of having a weak character.

This is no longer the case since the last few decades. Though never a crime, homosexuality in and of itself has become much more socially acceptable. Why even one of our Prime Ministers was openly gay, back in 2011-2014. It was never used against him and had it been, this would have backfired.
