An update on Germany: Musterung (the compulsory medical examination of conscripts) will resume from summer 2027 (this had been suspended since 2011). The new law has just been published and provides for the following.
1. In addition to the doctor, an assistant must be present during the medical examination (to protect the army from claims of abuse). Under the old law, this was not mandatory, even though it was often the case even back then. These medical assistants are currently being recruited for 2027 and will predominantly be female and, as they are newly recruited, often very young. The doctor is almost always a woman as well, so our Gen Z conscripts will have the pleasure of undressing completely in front of two women, one of whom is barely older than the conscript themselves.
2. Under the new legislation, a thorough examination of the testicles will continue to be a mandatory part of the examination.
3. It is also mandatory to examine the conscript’s anal region. It is not entirely clear here whether the law requires only a visual inspection or also a physical examination by the doctor (wearing rubber gloves). I consider the latter to be appropriate for a thorough medical examination.
4. The law also requires an examination of the penis. Until 2011, it was explicitly stipulated that a check for phimosis must be carried out. Consequently, conscripts used to have to retract their foreskin in front of the doctor to expose the glans. Now, the phimosis examination is no longer explicitly required; only an examination of the penis is required. Consequently, some believe that retracting the foreskin is no longer necessary. I consider this to be wrong: How is one supposed to examine the penis of an uncircumcised conscript without retracting the foreskin? The debate is highly emotional in Germany because some conscripts find it humiliating to retract their foreskin in front of a female doctor and a young female assistant. One more detail: in the past, conscripts were usually allowed to retract their own foreskin. In some cases, however, the female doctor took over this task, which sometimes led to the conscript getting an erection.
