I have no doubt that the process of draft in Turkey was rather degrading for young men summoned for a draft examination with a process without any respect of privacy and even until 2016 when most of the countries which had maintained a compulsory military service had changed the process to give more respect of privacy to the draftees.
Turkey was certainly one of the last countries where the process was the same than in the past until 2016. ( even if we don't know how are now performed the draft exams in some south american states or asian states like China or South Korea )
Nevertheless, I notice that if the number of young men who might undress as draftees all together was very huge ( one hundred or several hundreds for instance ) but it was not very specific, it was the same in other countries, even sometimes in France in the 50's ( I remember of the relation of an older cousin who had been summoned to report in a great town of the East of France in front of the draft board commission, they were very numerous, and so they were instructed immediately after entrance in the building to strip all together about one or two hundreds and then they waited in the buff in the corridor in front of the large exam room , but there was not enough space, so they stood "nutts to butts" also in a great stair and in the hall of the major building and it had lasted all a morning for the last ones )
What seems to me more seldom was that some draftees might wait undressed in open courtyards outside of buildings, I have not understood if they were exposed in underwears or naked to a lot of personsin that case, even persons walking in the streets if there was not a wall to protect them from view outside.
And for the report in front of a draft board commission, I presume that on the reverse of some relations like that of Tygr601, there was no women among the members of the draft board commission ? no women doctors nor military women nor of course secretaries.
You write that a notorious aspect of the process was the waiting in the nude for extended periods in front of the draft board and that it was composed of military doctors and officials ( only male persons I presume ? and who were the officials ? , majors of cities, local authorities or national ones, but apparently no superior officers like it was in france )
who took the final decision about the fitness of each draftee after all exams and gave loudly his decision to the draftee waiting in the nude ? an official or a doctor ?
Youn talk of a rite of passage, it was exactly what he was in France but it ended at the middle of the 60's, not in 2016 like in your country !
A thorough exam including genitals inspection in front of the members of the draft board of course but also of other many draftees was not really seldom, it was the same in France and many other countries like Russia for instance;
I have no doubt that it was an experience which left a vivid and often painful part in their journey to manhood but it was the purpose of the military authorities in my opinion, they wanted that the draftees kept a memory of that examination, that it was not something too casual and the humiliation of draftees was certainly a volontarily part of the process of military exam for draft. It was obvious that the military men who conducted and supervised the process were completely indifferent to the modesty and embarrassment of draftees, and a long waiting period undressed was logical to increase the feeling of embarrassment ( of course worst if naked )
it is a pity that in a country where it was maintained until a so recent year, that process of exam for draftees was never shown in turkisch movies like if the directors of movies were not interested at all, because they could have shown it by shooting one scene like in some russian movies !
