Proper underthings (knickers / panties)

From a submissive or Dominant standpoint, do you perceive there to be proper underwear for a submissive to wear? If the defined standard is not followed / found, what are the consequences?

Personally, knickers / panties should have full coverage and be white. Panty hose are forbidden. All leg covering should be attached to a garter belt with a vintage, feminine look.
