that particular civilization has reached the tipping point and there's no turning back. You end up with more people demanding things that they don't earn or produce than the producers.
Other more serious tipping points happen to civilizations when the elites/ruling classes insist, against better judgement, on taking more and more, much more than they realistically need, without they themselves really producing anything. Especially in modern times when their income comes from financial speculation or banking.
An example in history is feudalism. Nobles and ecclesiastical elites did not produce anything in the way of goods, products or consumables. The nobles ran a protection racket over serfs and peasants and villagers - pay up or we run roughshod over you and rape your females and burn your houses. The church did something of the same on a psychological level, scaring people into compliance, while they themselves paid no taxes, enjoyed privileges and often hypocritical lifestyles in opposition to what they preached. Feudalism did not work out in the long run.
And btw: there is no 'free' healthcare in the world. Everyone pays into the cost of a healthcare system in Europe, the same as with any other type of collective insurance. It is mandatory to contribute. Healthcare is not free. There are usually modest co-pay mechanisms built into healthcare systems to remind people that it is not free. But: it is not run for profit and hence much cheaper. Healthcare systems are run as government overseen collectives or mutuals with voting input from various interest groups, medical associations, pharmaceutical associations, unions and patient organizations as well as government reps.
It is a huge misconception to talk about free healthcare. Everyone pays into the cost of running it. Hence it is anything but an entitlement.
